For over 20 years, Dr Warner have provided in-depth written reports and presentations to a wide range of clients including:
- Government Departments;
- State Agencies;
- Local Authorities;
- Representative Associations;
- Semi-state companies; and
- Private firms in a range of sectors.
Through his work in the private sector, Dr Warner has worked on a range of projects across a variety of sectors in Ireland including:
- BusConnect Client Partner: Acting as the Director of Economics for the BusConnect client partner project, directing the development of the business cases for all 12 corridors under development.
- Cross Border Greenways: Acting as the Technical Director leading a project developing a vision, governance and economics modelling approach for cross border greenway and active travel development for the Department of Transport (RoI) and Department of Infrastructure (NI)
- National Transport Authority, MetroLink: Supporting the NTA to develop the economic case for MetroLink. Worked closely with the engineering and modelling contractors to extract key information and create the value for money case. Worked with the wider team to develop the overall business case.
- Irish Rail, Colbert Station Definitive Business Case: Leading a team delivering the Definitive Business Case for the redevelopment of Colbert Station. Due to the need to ensure construction went ahead as scheduled this business case had to be delivered and approved as quickly as possible. Developed a clear strategic narrative, both the financial and economic cases, and set out a post-project evaluation plan.
- Port of Cork Company, Economics support: Working closely with the Port of Cork Company to provide a range of economics advisory support services. Led the development of the economics components of the business case for EU funding and developed the economic impact assessment for the redevelopment of the Tivoli site into a residential area. Supported the development of the Port of Cork Business Plan through the production of an assessment of the key economic factors likely to impact on the port over the coming years.
- Land Development Agency, Economics support: Providing economic advisory services to the Land Development Agency. Led tasks including: developing a standalone Cost Benefit Analysis model for the LDA, authorship of business cases for new developments such as the St Kevin’s site in Cork City, and assessing the affordability of social and cost rental options.
- Trinity College Dublin, Trinity Technology and Enterprise Campus: Working with TCD to provide economic and business case advice and support, in particular, a number of projects to support the Trinity Technology and Enterprise Campus including developing the business case for a research and learning building and assessing the risks to the TTEC project as a result of Covid-19.
- Transport Infrastructure Ireland, N25 Project Completion Report: Leading the team assessing the success of the N25 New Ross By-Pass. This involved undertaking a review of all components of the project and assessing whether it had achieved the goals set out in the original business case. The N25 construction was a highly complex project, including building one of the largest bridges in Ireland, and as such required an in-depth and detailed review of performance. Used a wide variety of methods, such as interviews, data analysis and focus groups, to establish what had happened and generate valuable lessons learnt.
- Glanbia, Economic Impact Assessments: Completing a wide range of economic impact assessment projects with Glanbia, assessing current operations and planned future investments to establish the employment and wages that they generated in the local economy. Supported funding applications with Enterprise Ireland and wider efforts to engage with local economies.
- Children’s Health Ireland, Economics Advisory Support: Working closely with the senior leadership team of CHI to provide a range of economics support services to help deliver the New Children’s Hospital. Supported CHI by assessing the case for purchasing medical technology using a leasing style contract compared to more traditional procurement routes. Supported the negotiations with BAM around the Guaranteed Maximum Price for the construction elements of the contract, pulling together information into a briefing document which clearly set out the cost variations and the reasons for these.
- EY Thought Leadership: During his time working for EY, Dr Warner supported the production of EY’s flagship ‘Economic Eye’ publication. This publication provided an All-Island macroeconomic forecast as well as including articles on related topics. Dr Warner produced articles for inclusion within the report as well as the key economic forecasts. He also produced a series of articles for wider publication, with a particular focus on the housing market.
