Who are we?

Warner Economics Consulting is led by Dr. Ben Warner.

Dr Warner has over 20 years of experience as an economist, working across a wide range of policy areas developing economic models and assessments. Before setting up Warner Economics Consulting he worked for Jacobs, Mott MacDonald and EY, meaning he has significant experience in leading the delivery of economics consultancy services with a focus on assessing the economic impact of infrastructure development, including transport, housing, and education.

He is originally from the UK and has 14 years of experience working as an economist for the UK government guiding policy, engaging and supporting politicians and developing business cases.

Developed the EY tool for measuring economic impacts on a regional basis, a tool which has now been used by many different companies in Ireland.

Developed the EY housing tool to assess all aspects of the residential market in Ireland. Associated research piece was picked up in over 30 media articles as well as radio interviews. 

Developed analytical techniques to support policy development across a range of areas from measurement of productivity to real options analysis and regional employment impact tests. 

Led the development of the Land Development Agencies Cost Benefit Analysis toolkit which assessed the economic impact of housing for social, affordable and private tenants and purchasers 

Led analytical team developing first pilot to use Social Impact Bonds in the world. 

Authored the economics case for MetroLink, the largest transport investment in Irish government history. 

Supported a range of Universities in Ireland in developing their campuses through undertaking capital appraisals of key infrastructure developments.
